The 2026 submission period ends on 11 May 2026; these regulations describe that edition and do not announce an open call for a later edition.

Scope and eligibility
The competition welcomes independent work with distinctive, experimental or challenging film language, including films addressing Chinese communities, culture, social questions, human experience, the environment and local life. Filmmakers may submit from any country or background. Features and shorts of any genre are eligible if completed after 1 January 2024. A work entered in the 2024 competition cannot be entered again, and different versions of the same work cannot be submitted repeatedly. The festival determines eligibility; late entries are not guaranteed consideration.

The festival operates biennially: the principal festival and competition are held in even-numbered years, with domestic and international touring screenings in the following odd-numbered year. The 2026 festival dates are 6–15 November. Selection comprises preliminary and final judging; the shortlist is announced in September through the festival website and social channels, and winners are announced during the festival.

Special award eligibility
Citizen TAINAN Award: films must be shot in Tainan or concern Tainan and its local life; applicants must select the relevant option on the entry form.
Rookie of the Year Award: only a director's first or second publicly presented work is eligible, and that work must not have received a festival or competition award in Taiwan or abroad; school competition prizes do not count. Festival selection or any public physical or online screening makes a work public; internal school screenings and graduation exhibitions are excluded. Applicants must select this award on the form, and the festival may revoke an award after checking eligibility.
Black Kim Kong Awards: films of any genre may enter, including unusual, transgressive, horror, thriller, dark comedy and experimental combinations. The awards encourage forceful visual language and formal or narrative experimentation involving taboo subjects and moral or ethical controversy. Select this award on the entry form. Chonn Art Space and the festival jointly determine nominees and recipients. Selected works must permit a non-commercial screening at Chonn Art Space within two years of receiving an award.
Black Kim Kong Best Poster Award: supply a portrait A4 digital poster, 21 × 29.7 cm, JPG or PNG, 300 dpi, RGB. The winner must print, mount and deliver an A1 poster, 59.4 × 84.1 cm, by the organizer's deadline; failure causes disqualification and reassignment according to ranking.

Entry dates, fees and payment
Entries are free through 20 April 2026. From 21 April to 11 May 2026, the fee is NTD 500 per film. Submit the online application by 24:00 on 11 May 2026. Both the completed form and successful payment are required during the paid stage. The second-stage payment instructions require payment in New Taiwan Dollars without converting the amount. The English competition document also prints USD 20 alongside NTD 500; applicants should confirm any discrepancy with the competition team.
The official payment service is ECPAY; the second-stage regulations provide https://p.ecpay.com.tw/1DDA9A0 as the payment link. Taiwan-based applicants can use credit cards, UnionPay and convenience-store barcode/code payments at 7-Eleven, FamilyMart, OKmart or Hi-Life; overseas applicants can use credit cards or UnionPay. Any NTD 15 interbank transfer fee is paid by the applicant. Print the barcode or retain the payment code and complete convenience-store payment within seven days; otherwise restart the payment procedure. Observe the individual deadline shown for the chosen method. Payment confirmation messages are sent within one to five days for Taiwan users, with email confirmation also provided; contact the festival if confirmation fails to arrive.
Use the festival's designated payment link so an electronic invoice can be issued. Enter a complete email address; incomplete invoice information cannot be corrected by later reissue. For an invoice with a business tax number and title, enter both in the remarks. Include the director/applicant's name and film title, especially if the payer is someone else. Multiple films may be paid together if the total and every applicant and film are identified in the remarks. Instalments are unavailable. Retain the transaction record, receipt or payment-page copy for reconciliation.
Applicants in regions unable to access ECPAY may use a VPN or arrange the alternative bank remittance stated in the Chinese payment instructions: RMB 120 to the Taiwan South Film Organization's Hua Nan Bank account (bank code 008, account 620-10-012074-0), with foreign-transfer charges paid by the applicant. For that method, provide the remitter's name and the last five account digits in the form's supplementary-information field; verify the remittance instructions with the competition team before payment. Mainland China applicants unable to access the entry form may use a VPN and contact southfilmtw@gmail.com for help.

Submission materials
Provide the complete film through a private YouTube or Vimeo link or a cloud viewing/download link. Supply the password when needed and keep the URL and password valid and unchanged until the shortlist announcement. Baidu Cloud links are not accepted; YouTube, Vimeo, Google Drive and Dropbox are among the alternatives identified by the organizer. Download files must be HD, at least 1280 × 720, MOV or MP4/MPEG4, and no larger than 4 GB. At least Chinese or English subtitles are required for the screener; the English regulations specify Traditional Chinese. Discuss exceptional technical or file-size needs with the competition team. Any watermark belongs in an upper corner. Missing forms, complete films or required materials at the deadline cause the application to be treated as incomplete.

Awards and judging
Shortlisted entrants receive a certificate; winners receive a trophy and the applicable cash award. The South Award pays NTD 80,000 to one film. Each of six categories pays NTD 30,000 to one winner: fiction feature, fiction short, documentary feature, documentary short, animation and experimental film. Fiction features exceed 60 minutes; fiction shorts are no longer than 60:00. Documentary features exceed 30 minutes; documentary shorts are no longer than 30:00. Durations include credits. If a category winner also receives the South Award, only the South Award and its prize money are presented.
One Rookie of the Year receives NTD 30,000, one Citizen TAINAN winner NTD 20,000, one Human Rights winner NTD 30,000, and one Next Wave / Youth Jury winner NTD 20,000. Black Kim Kong awards comprise a NTD 30,000 main prize, NTD 30,000 Medical Award and NTD 10,000 Best Poster Award, one recipient each. The Human Rights Award is independently selected and funded by Hope Spring Education Foundation. Chonn Art Space sponsors the youth jury, which is recruited from Tainan teenagers and receives courses before judging independently. Chonn Art Space and Chon-N Dental Clinic sponsor and participate in selection of the Black Kim Kong awards.
Ordinarily a category requires at least 20 entries and at least five qualifying finalists. The Chinese regulations exempt fiction and documentary features from these minimums. A cancelled category loses its competition and prize, while its selected films move to a non-competitive section. Jurors may withhold a prize if no work meets their standard and redistribute its funds to another award.
The Chinese regulations state that prizes exceeding NTD 20,010 incur withholding of 10% for domestic winners or 20% for foreign winners, with foreign-currency payment calculated at the applicable exchange rate. The English document instead describes foreign withholding above NTD 20,000; confirm the applicable threshold with the organizer.

Screening, participation, rights and delivery
An entrant may withdraw before selection, without a fee refund. Once shortlisted, a film cannot leave the competition for any reason. The festival pays only return shipping of screening copies.
Shortlisted films must supply a cinema-standard DCP and a digital HD playback file, both with burned-in Traditional Chinese and English subtitles. DCP frame rates are 24 or 30 fps. The Chinese rules identify DPX, MOV/ProRes 444 or 422(HQ), or MPEG4 at 30 Mbps or higher among preferred HD-or-better specifications; the separate playback file must be at least 1920 × 1080. The submitted DCP must meet any duration limit for its award. Failure to deliver the required formats or subtitles, without arranging an exception with the festival before its deadline, forfeits selection.
The Chinese second-stage rules retain copyright with entrants and require a signed screening authorization. Directors must participate in related festival promotional and screening activities when required. Selected works authorize at least two unpaid cinema screenings during the festival; winners authorize another screening. The following year's touring festival requires at least three further unpaid screenings, domestically or internationally.
The festival may retain submitted audiovisual material, use selected publicity materials without charge during the festival and its tour, and reproduce, adapt, edit or publicly present them for promotion, its website, media coverage and archives. Screening copies enter its internal collection and the organizer's academic research holdings; other commercial or non-commercial uses require further notification and agreement. The English document additionally requires a three-minute trailer, or permits the festival to edit promotional extracts of less than three minutes, and describes archive retention of a digital film copy with the director's prior consent. Its wording also treats submitted digital materials other than screening copies as organizer property for non-commercial, educational and promotional preservation, with extra screenings subject to copyright-owner agreement. Because the language versions differ, rights holders should confirm the precise licence and retention terms with the competition team before authorizing use.
Black Kim Kong nominees also grant Chonn Art Space and Chon-N Dental Clinic a non-exclusive, royalty-free licence over their films and associated text, stills and audiovisual materials for non-commercial festival and subsequent related promotion. Screening versions may be archived by the festival and Chonn Art Space for documentation and academic research. Reasonable screening, promotional, reproduction or editing uses by the sponsors are limited to physical screenings at those organizations and Chonn Art Space's website and associated social-media/video platforms.
Entrants are responsible for copyright and eligibility. A court-confirmed infringement, plagiarism or other disqualifying violation prevents an award and requires return of any money and trophy already received. The festival may revise the regulations or publish further announcements for matters they do not cover.

Competition enquiries: southfilmtw@gmail.com; +886-6-2370091.
