Founded in 1989, the festival is organised by the non-profit Filminitiative Dresden e. V. in Dresden, Germany.

The Golden Horsemen recognise short-film achievements, while the etc. industry programme adds masterclasses, workshops and discussions. Curated film tours extend its activities beyond the festival week. The dates for the 39th edition are 13–18 April 2027.
